Elements and Performance Criteria

1. Plan and prepare for isolate and access plant
   • Access, interpret and apply isolate and access plant documentation and ensure the work activity is compliant
   • Identify, record and confirm item of plant, and work to be carried out
   • Identify and address potential risks, hazards and environmental issues, and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Identify and apply written or verbal permit procedure
   • Obtain permit clearance before commencing work activity
   • Obtain and interpret emergency procedures, and be prepared for fire/accident/emergency
2. Isolate plant
   • Resolve coordination requirements with others at the site prior to commencing and during isolation activities
   • Establish and maintain a safe working area
   • Ensure isolation of all required energy sources and immobilisation of potential energy sources
   • Place locks and tags on isolation devices in accordance with the type of permit procedure
   • Identify and report breaches in permit procedure safety to authorised personnel
3. Complete permit-to-work form
   • Complete statement of isolations
   • Complete sign-on and sign-off requirements
   • Complete hand-over of plant and equipment
4. Return plant to service
   • Resolve coordination requirements with others at the site prior to commencing and during de-isolation activities
   • Obtain confirmation that work has been completed and is ready for return to service
   • Check designated work to be completed with work/site contract and/or site procedure
   • Remove locks and tags from isolation devices
   • Restore energy sources
   • Identify and correct or report situations, which may endanger individuals or workers
   • Confirm all permits are cancelled before plant is brought back into operation

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant documentation, policies and procedures

works effectively with others to undertake and complete the isolate and access plant that meets all of the required outcomes including:

complying with written and verbal reporting requirements and procedures

communicating clearly and concisely with others to receive and clarify work instructions

communicating clearly and concisely with others to resolve coordination requirements prior to commencing and during work activities

demonstrates completion of isolating and accessing plant that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

isolation of plant including:

energy sources and immobilisation of potential energy sources

locks and tags on isolation devices

identifying and reporting breaches in permit procedure

completing permit to work form including:

statement of isolations

sign-on and sign-off

hand-over of plant and equipment

returning plant to service including:

obtaining confirmation and checking that work has been completed

removing locks and tags

restoring energy sources

identifying and correcting or reporting risks, hazards or issues

confirming all permits are cancelled before plant is brought back into operation

The candidate must demonstrate knowledge in Isolate and access plant through:

applying plant and equipment isolation points

identifying and managing potential plant and site hazards

concise completion of permit-to-work system and documentation
